The killings were a major factor in NATO deciding to use force against the Federal Republic of Yugoslavia to end its campaign of violence against Kosovo Albanians.[3] The incident was the subject of three forensic reports: One Yugoslaian, another Belarusian and the third Finnish. The first two, which were commissioned by the Yugoslav government, concluded that those killed were, in fact, not civilians.[7]
