Stalin and the Okhrana

Edward Ellis Smith in his book, The Young Stalin, 1967, suggests that Stalin was in the pay of the tsarist police, the Okhrana, until 1913. Smith distances himself from a similar argument made by Leon Trotsky in his book Stalin. The Russian historian Roy Medvedev finds it all too fantastic.
